CVS is a very poor tool for storing binary files, particularly large
binaries.

No. CVS counts on a rename within a directory being an atomic
operation; if the new file were put somewhere else, a rename might not
be possible or might not be atomic. If you're going to abuse CVS by
using it to store large binaries, you have to be prepared to pay the
price by providing lots of disk space for the repository.
