Commit - help me!

I modificated the file config of directory CVSROOT,
then I update this file like this:

  cvs update

and the prompt return to me:

   cvs update: Updating
   cvs update:  move a way config; it is in the way
   C config

then, when I'll to commit this file, the prompt return
to me:

#cvs commit
#cvs commit: Examining.

or 

#cvs ci -m "arquivo config modificado" config
# Up-to-date check failed for 'config'
# cvs[commit aborted]: corret above errors first!

The file config:

# Set this to "no" if pserver shouldn't check system
users/passwords
SystemAuth=no
PreservePermissions=no
