The CVS interface is defined by the command line syntax, and by the
syntax of the output of some reporting commands.  The format of the
data in the CVS/ subdirectories in the sandbox can also be treated as
part of the interface.  There is currently no C programming interface.

CVS is open, free source code which you can read.
