This looks like a permissions problem rather than a
CVS problem.  My guess is that user X has a
restrictive umask setting.  This is fine for things
user X doesn't want to share, but by definition, stuff
in CVS is shared.  To solve this, have user X set the
environment variable CVSUMASK to 007.
