We encountered a command line limitation in inetd.conf on Solaris 2.7.

We solved by simply write a shell script with the cvs command line
and invoke the script from inetd.conf.

As in:

File: inetd.conf

cvspserver      stream  tcp     nowait  root    /usr/local/bin/cvs.inetd

and /usr/local/bin/cvs.inetd looks like:

#! /bin/sh
REPOS="--allow-root=/home/navtech/cvsroot \
 --allow-root=/home/sasfs/cvsroot \
 --allow-root=/home/spaceweb/cvsroot \
 --allow-root=/home/thf/cvsroot \
/usr/local/bin/cvs $REPOS pserver

Works for us.
