passwd and config problem

cvs-1.11.1p1  on solaris 8 


I cannot login to my pserver unless I use an accout that is on the
machine that has the repository.  I keep getting 


2401/export/home/cvs: no such repository
cvs login: authorization failed: server xx.xx.xx.xx rejected access to
2401/export/home/cvs for user cvsuser



my config has the line 
SystemAuth=no

and i have passwd files in both $CVSROOT and $CVSROOT/CVSROOT, the third
column of the entry is a user that is in the same group as root.

any ideas where a can look for something wrong?
