new message during commit

Hi,
  I've been using cvs for some time. 
When I committed a file, it worked fine. But I also got one more message as

   "you must specify direct recipients with -s -c or -b"

I've never seen this before, so can anybody explain this ??
I am using cvs 1.11 client/server.
