I don't really understand: If they check in garbage, then you *know*
that you can recover it by virtue of the previous versions.

The same applies for deleted files (at least in CVS).

Why the difference?

Sounds like you will be better off "educating" your developers with
whatever tools come handy. After all, they will need read-write access
to the repository...
