Couldn't you simply use CVS to get the CVSROOT
files?
I mean - copy all files over, check out CVSROOT from the new
server, manually copy over a checked out version from the old repository (not
the CVS dir of course), then commit? Does that hurt anything besides the
fact that you might not get some files? (like .cvspass . . .?)
