commitinfo cannot print message?

I am trying to print an error message from commitinfo,
if the user is, for some reason, not allowed to check in.

However, no matter whether I 'echo' to stdout or stderr
(it's a bach script), I never see the error message.

Does anybody know why that is?
Am I doing something wrong?

BTW: I am using version CVS 1.11.1p1 under RedHat 7.2 with a local
(NFS) repository.
