Last time I looked at that we decided to go with CVSup, a method
of synchronizing the mirror repository with the central one (and
not the other way around).  It seems to work well for that.
You can find it at http://www.polstra.com/projects/freeware/CVSup/
and follow the directions.  There are provisions for having mirror-only
branches, the main restriction being that they cannot have the same
revision numbers as branches in the main repository.
