Correct.  That is the recommended way.  At least one sandbox per developer.
Personally, I'd expect to see 2 or more virtual servers per developer.  One
for immediate "do this now" bug fixes, and one for "this is going to
require quite a bit of work" development, so that they don't interfere with
each other.  Probably more if working on a couple of different things, say
working on another branch on a special project with other developers.
