That implies that a windows developer has set WinCVS to use Unix line
endings but then used an editor that uses DOS line endings. 
Alternatively, someone may have a working directory on a shared
filesystem that can be accessed from both Windows and Unix and used it
to commit DOS-format files on Unix.
