ah ha!
the difference is that WinCVS used the pserver and the unix box did not.
when I change my CVSROOT to :pserver:address@hidden:/cvsroot
it behaved the same.
I just want not expecting that much difference in the same version of cvs.

I use WinCVS 1.2 on Windows 2000
and CVS 1.11 on a Sun 5.8 box
in WinCVS it correctly ignores my !files in the modules file but on the
Sun it is not ignoring them. (they get checked out)
Is this a known bug or something?
