Why not consult the CVS manual?
http://www.cvshome.org/docs/manual/cvs_3.html#SEC40
"cvs import" is what you're looking for, if I understand your question
correctly.
Just before you do what's in the manual section above, set your CVSROOT
environment variable to the repository.
