testing cvs using local host?

hi, i have cvs 1.11.1p1 on slack 8.1. it seems to work fine locally.
but i am having trouble using wincvs on my win98 machine (i get a
connection refused).
i have:
cvspserver stream tcp nowait root /usr/bin/cvs cvs -f
--allow-root=~ray/cvsroot
in /etc/inetd.conf and
cvspserver 2401/tcp # cvs
in /etc/services
and $CVSROOT=/home/ray/cvsroot
i was wondering what the incantation would be to do something on the linux
box, treating it as both the client and the server.
any pointers would be appreciated.
