Ah, I see.  That makes perfect sense.  I'll take a look at that.

/usr/local/bin/cvs

Whee, works for me... now, where to change the path for root, since it
can't see cvs at all...

Heh, the joy of having extra eyes looking at your work :)  I've probably
seen a similar error before, and just didn't notice the change.

CVSROOT/passwd

And SystemAuth was commented out, as well as set to no.  CVSROOT/passwd
was created as per Fogel's documentation.
