Changes to rcsinfo/verifymsg not taking effect

Hi,
I have a problem when using CVS in pserver mode:  currently when I update 
files such as verifymsg and rcsinfo and check them in to CVSROOT, the 
changes do not take effect in users checked out modules even after they do a 
cvs update on their dirs.
I tried looking at the CVS directory of the checked out modules but I cannot 
identify if the verifymsg info is held locally for instance.  Do users have 
to release and re-check out their source whenever a change is made to the 
files in CVSROOT for them to take effect?  Is there any way around this?
