The next logical question then is, "Why doesn't each
user have their own database?"

Also, what do you do if multiple people edit the same
file at the same time?

AFAIK, noone has been able to get CVS to work this
way.  Even if it were possible, IMO, it shouldn't be
done; it shouldn't be done no matter what VC tool one
is using since there's just too much room for people
stepping on each other.
