Generally not, although there may be some subtle changes in the way some
of the administrative files are interpreted that may affect you. You
should read the NEWS file carefully for such things. It's also a good
idea to rerun "cvs init" after the upgrade to create any new
administrative files (it carefully preserves the existing administrative
files, so it's safe to run on an existing repository).
