Most of the time, developers care about the changes
they've made, not what changes others have made.

IMO, it makes complete sense that most CVS commands
act against the working revision rather than HEAD.  In
fact, I think all commands make complete sense except
for annotate, which is a bug.  I vote for no change in
the diff output -- I'd prefer to keep it clean.  OTOH,
I wouldn't be opposed to making the manual more
explicit.
