The only thing I can figure at this point is that you have some sort of
host access controls enabled that are causing xinetd to reject the
connection. Look for files named hosts.allow and/or hosts.deny --
they're usually in /etc, but it's possible your system puts them
elsewhere. If either of them exist, then you need to add appropriate
rules to allow connections to CVS. If neither exist, them I'm out of
ideas. This appears to be an xinetd problem rather than a CVS problem,
so I think you need to find an xinetd list for further help.
