That just means that you shouldn't make them writable.  If you set the
execute permission correctly before checking the file in for the first
time, CVS will make the repository file executable, too, and you won't
need to change it.  If you didn't do that, however, it is acceptable to
change the (execute) permissions on the repository file after the fact.
