In several steps:
  - Apply the patch to a checked-out working directory
  - Resolve any conflicts (i.e. .rej files)
  - Compile and test
  - "cvs commit"

CVS itself can't digest arbitrary patch files.

Thanks, Eric (and others who answered)--I'm mostly from the Windows
environment and I didn't know about the UNIX patch utility to work with
patch files.
