Because the SCSI protocol, while horribly complicated in its own right,
is simple compared to network filesystem protocols.  And because history
shows that SCSI disks work just fine as opposed to NFS and other network
file systems that have a history of problems.  History also shows, by
the way, that IDE disks are somewhere in between: better than NFS but
worse than SCSI.  The newest ATA specs (ATA100 and faster, if I recall
correctly) have added integrity checking on the bus which should remedy
that problem.
