Running "cvs rlog" gives:

cvs log: warning: the rlog command is deprecated
cvs log: use the synonymous log command instead
cvs log: cannot open CVS/Entries for reading: No such file or directory
cvs [log aborted]: no repository

You can run "cvs rlog" before "cvs checkout" to see the existing tags.
