Environment variable: CVSWRAPPERS

Does the CVS environment variable CVSWRAPPERS allow selection of files in
CVSROOT, or only in the checked out working directories?

Example:

Repository
  CVSROOT
    cvswrappers.this
    cvswrappers.that
  SPLAT
    cvswrappers.the-other

Can CVSWRAPPERS be used to select cvswrappers.this, cvswrappers.that, or 
only cvswrappers.the-other?  Does it make any sense at all to include
path information in CVSWRAPPERS?  IE. ../CVSROOT/cvswrappers.this

Yes, I do know about .cvswrappers...  I'm trying to get around having to
drop that everywhere in a repository that deals with various development
tools that treat the same file extension differently.
