I regret that I am not an expert in CVSup and suggest/urge you consider
communicating your problems to the address@hidden list. Your
question is off-topic on the address@hidden mailing list.

I will note that my own site uses a newer version of cvsup than you:

% cvsup -v
CVSup client, non-GUI version
Copyright 1996-2001 John D. Polstra
Software version: SNAP_16_1e
Protocol version: 17.0
Operating system: FreeBSD4
http://www.polstra.com/projects/freeware/CVSup/
Report problems to address@hidden
%

And even that version is not the latest as I know that I have seen SNAP_16_1f
but just not bothered to upgrade to it.

Note: I have found the need to use the '*default preserve' directive.
For example, I use something like the following:

% cat cvs-supfile
*default prefix=/cvs/mirror
*default host=10.1.20.36
*default base=/var
*default release=cvs
*default delete use-rel-suffix

world-all
%

To mirror the sources from the 10.1.20.36 host.

This is good enough for our site.
