modules file on Win32

I am running cvs on a Win2K box.  I am using cvs from the cvshome.org 
download site
H:\working>cvs -v

Concurrent Versions System (CVS) 1.11.5 (client)

Copyright (c) 1989-2002 Brian Berliner, david d `zoo' zuhn,
                        Jeff Polk, and other authors

when I check anything out of the Repository I have to give the path
relative to $CVSROOT even after I create an alias in the modules file
which looks like this :
H:\working\CVSROOT>cat modules
CVSROOT             CVSROOT
modules             CVSROOT modules
cvsconfig -a        CVSROOT config
[...]
the first two lines are directly from the cederqvist  however when I try :

H:\working>cvs co modules
cvs checkout: cannot find module `modules' - ignored

I have tried several variations :
modules -a   CVSROOT/modules
-and- 
modules      CVSROOT/modules


what am I doing wrong ?
