You should use forward slashes in CVSROOT, not backslashes.  Also, init
just creates a default (empty) modules file.  The example in the manual
is just an example, not the default file created by init.

Running "cvs init" will rebuild the administrative files, if that's the
only problem.  If you want to keep a checked out copy of CVSROOT, I
suggest deleting your working directory (after committing any changes)
and doing a new checkout, making sure to use forward slashes everywhere.
