problem with CVSROOT commits

Hi
I have just recently created a cvs repository on my Redhat Linux 7.3 server. To administer it I created a user and checkedout the CVSROOT to his home directory. Then i madwe some updates to the loginfo file. But the the updates i make are not reflected in the the repository original. I found the required lines in the loginfo,v file and when i update it to the users home directory I can see the changes. The lines I added were to keep an updated copy of the repository after ever commit. But when i made changes to the repository the changes were not updated.
The lines to keep a checkout copy were gotten from the cvshome.org site.
they were
^cyclic-pages        (date; cat; (sleep 2; cd /u/www/local-docs;
 cvs -q update -d) &) >> $CVSROOT/CVSROOT/updatelog 2>&1
