Are you sure that is what you want? Do all branches really use the same
tools or might some of your branches need to NOT get updated while
development is trying to nail down a particular new feature and would
rather have a stable environment over following all of the other
branches forward with a new version of your tools?

It would probably be easiest if you just tagged your tools section when
you need it on other branches. If you need to move those branches
forward, you can force the branch tags to the top-of-tree easily enough.
