No, not right AT ALL.  Directories cannot be versioned, especially not
with an underlying, shared, file-based repository system like RCS.
There is no useful metadata that can be changed.  They either exist
because versioned files exist in them, or they don't.  There's literally
nothing else useful to do with them that should not be done with a build
system.  If you think otherwise then you are (still) confusing concepts
with other kinds of tools which are designed completely differently from
the very ground up.  All your attempts to date to invent schemes to do
what you think you want to do are only warped mis-application of foreign
ideas from other systems that simply do not fit at all with CVS.
