cvs import -I ! hangs

I am trying to import a large amount of code from an old project that was
never under source code.

I tried to do a plain import but ALL of the files come back with an I (
Ignored ? )
cd CVS/ProjectA
cvs -m " " -I ! ProjectA ProjectA start

returns:

I ProjectA/foo1.cxx
I ProjectA/foo2.cxx

etc ...

so I read a bit about the ignore list and figured that I dont want to
ignore anything from that distribution so I typed the following line:

cd CVS/ProjectA
cvs -m " " -I ! ProjectA ProjectA start

and it hangs

Any ideas?
