Some ideas ....
Since you are running CVS through tcpd, make sure you have the
appropriate entries in /etc/hosts.allow.
Also check the system logs on the server, specifically
/var/log/messages, /var/log/secure and /var/log/syslog if they exist,
for any clues why the connection was rejected.
