How do you tag a branch revison?

I have a question on a problem that we are having.  We have a client/server
environment using ssh.
 
How do you tag/label branch revisions?
 
I have checked-out the branch and then I do a 
 
cvs tag -D "date" label
 
but the tag is placed on the head revision.
