sleep question

When cvs is waiting for a lock on a file to go away, (i.e you see the
message "waiting on lock" etc). And a sleep of 30 seconds is 
done before the retry. 

Is the client of the server doing the sleep?

Is it that the server sees the lock file exists and sends back to the client
to sleep then try again, or does the server send out the
lock message and then sleep itself?
