Script for a CVS only shell available?

Hi,

I want to have a check whether a wheel is created and available.  What I
want is a script used as shell so that a user having such a shell cannot
interactively log in but only use RSH/SSH to execute "$SHELL -c cvs server"
on the remote server.  If you are a SF developer, you will know what I mean
if you try "ssh address@hidden".
