I thought this the case too, but while I was browsing the tip-of-the-day
list in WinCVS, I came across this:

"You can browse for modules on the server using the browse button next to
the module name edit box. If your server supports "cvs ls" command (e.g.
CVSNT server) you can also browse for files and directories."

But this depends on a manually maintained 'modules' file in CVSROOT, which
makes it much less useful than otherwise.

AFAIK, WinCVS browses CVS controlled files in your local working 
directory(s), not modules on the server.  I don't see where I can browse 
the server repository in WinCVS.  Maybe this is part of your confusion? 
  Or, correct me if I am wrong about WinCVS.
