I can't recall if the CVS: lines are removed before verifymsg gets
called, but verifymsg is told what files are being committed anyhow, so
you could have it eat the comment leaders or recreate the lines you wish
after the log message has been submitted by the user.  Loog up verifymsg
and CVSROOT/config in the manual.

Alternatively, if you want to rewrite the code in a general way that
might be accepted onto the feature branch, you could add another hook
that processed the log message template before it is passed to the user,
but that would probably require some work on the client/server
protocol.  See HACKING and doc/cvs-client.texinfo if you are interested.
