Why I can't receive email while the partner commit files?

dear all:

        I have modify the 'notify' file and build the 'users' file as the
cvs manual told.
        Here is my notify file:
        ALL mail %s -s "CVS notification"
        Here is my users file:
        tao:address@hidden

        And here is the version info of my cvs:

        But I still can't receive email...   Why?
