Error Message: Resource plugins/phineas is not a child of folder.

Searching the web hasn't turned up much about this error message, so I
was wondering if anyone has ever seen this error message from CVS.  I
use Eclipse to access CVS.  I have a CVS module called plugins and a
child folder called phineas.  On my local machine I have just the
phineas folder.  I attempted to check in the contents of the phineas
folder into plugins/phineas and I receive the error message:

Resource plugins/phineas is not a child of folder

This is what happens on a colleague's machine.  My machine, however,
does not encounter this problem and happily checks in the files.
