No.  Look up "LockDir" in the manual and use it.  Your entire repo will
need to be world writable, but you can restrict write access using UNIX
groups.  This will be much more secure than a readers and writers file
since operating and file systems permissions code tends to get much more
thorough security audits than CVS does.
