This seems to be something added by WinCVS.

I've just checked a repository where the user created some files with 
WinCVS and I created other with standard cvs on Linux. My files 
didn't have such tag but my user's files had it.

Since WinCVS uses CVSNT, it might be there the source of the 
"problem".
