seeking perl with cvs examples?

I am writing a taginfo script in perl that will make sure that the tagging
of the QA or PROD tag does not cause the revision to drop down.  For
example, tagging "QA" should not cause QA to be moved from revision 1.5 to
revision 1.4

The QA or PROD tags will always move up in revision number...

I have downloaded the perl Cvs modules, but kind of at a loss on how to
proceed and hoping that someone has an example in perl that I can start
with.
