Problem with cvs + cygwin + windows millennium

Hello:

I'm trying to set up a cvs server under cygwin on a Windows Millennium box. 
Everything works fine except that I cannot commit changes to the repository. I 
can do ckeckouts, import new modules, add files & directories... but committing 
changes fails. This is the error message I get:

cvs [server aborted]: cannot change mode of file xxxxx: Permission denied

Software versions are: cvs 1.11-6 & cygwin 1.5.10-3

I'm not sure whether this is cvs or cygwin's issue... Any ideas?
