It already exists, it's called "file" !

$ file xx.cpp
xx.cpp: ASCII C++ program text
$ file dialog.gif
dialog.gif: GIF image data, version 89a, 28 x 28

it appears that it returns a line with "text" if the file is considered text.

I think that would be fairly trivial to add to cvs.
