Certainly. There are a number of such programs.

Here are the Open Source and/or Free Software Source or configuration
management programs:

  Aegis - http://aegis.sourceforge.net/
  cscvs - http://wiki.gnuarch.org/moin.cgi/cscvs
  CVS - http://www.cvshome.org/
  CVSNT - http://www.cvsnt.org/
  Darcs - http://abridgegame.org/darcs/
  FTPVCS - http://www.ftpvcs.org/
  FreeVCS - http://www.thensle.de/index.html
  GNU Arch - http://wiki.gnuarch.org/
  GNU CSSC - http://cssc.sourceforge.net/index.shtml
  JRMS - http://jrms.sourceforge.net/
  Katie - http://www.netcraft.com.au/geoffrey/katie/
  MetaCVS - http://users.footprints.net/~kaz/mcvs.html
  Monotone - http://www.venge.net/monotone/
  OpenCM - http://www.opencm.org/
  PRCS - http://prcs.sourceforge.net/
  RCS - http://www.cs.purdue.edu/homes/trinkle/RCS/
  SourceJammer - http://www.sourcejammer.org/
  Stellation - http://www.eclipse.org/stellation/
  Subversion - http://subversion.tigris.org/
  Superversion - http://www.sourcejammer.org/
  svk - http://svk.elixus.org/
  Vesta - http://www.vestasys.org/
  Xdelta - http://sourceforge.net/projects/xdelta

I may have missed a few a quick google finds a list with descriptions
of some others of which I am not familiar:

  http://dmoz.org/Computers/Software/Configuration_Management/Tools/

It is true that cvs works well at managing sources, but it is not always
the best tool for the job if you have a complex environment.

        Enjoy!
