Error no 2401 in checking out code using CVS

Hi,

I am trying to check out code from the handhelds.org website using,
  
cvs -d:pserver:address@hidden:/cvs login
  
and entered the paswd "anoncvs" when prompted. After that I got an 
error message:
 
cvs[login aborted]: connect to 
cvs.handhelds.org(192.58.209.90):2401failed: Connection refused.
  
I am sitting behind a proxy firewall. Could that be the reason?
I am able to work locally (local repository) on my machine using CVS.

Could anyone let me know if I need to set some environment variables
before
checking out?

Usually for connecting to the internet I need to give a usrname and
passwd when prompted byt the proxy server. So I guess for using CVS to
check out code from the internet I would need to do something similar,
but not sure how.
