"end of file from server" error

Hi, All

I am new to CVS.

I tried to run "cvs rtag" command to remove a tag: v1, and every time I
received the same error as follows:

address@hidden</home/cvsrep>cvs rtag -d v1 eWeb
loopback: A remote host refused an attempted connect operation.
cvs [rtag aborted]: end of file from server (consult above messages if any)

CVSROOT is set in my .profile like this:

CVSROOT=/home/cvsrep
export CVSROOT

CVS server is on local AIX box, and ext connection mode is enabled.

Where do I check information about this message, and how to fix it?
